Retired Police Officers Back Kofi Boakye, Lawsuit Challenges His Appointment

Retired Ghana Police officers in the National Association of Retired Police Officers (NARPO‑Ghana) have expressed strong support for COP (Rtd) Nathan Kofi Boakye. They praised his recent appointment to the Ghana Police Council, noting his vast experience and dedication.

In a statement signed by NARPO’s National Secretary, Deputy COP George Anko-Bil (Rtd), the group said:

“This is a proud moment. With his appointment, our association is closer to being recognised in the Constitution during the current constitutional review.”

They also noted that Boakye, who now also leads operations at the Presidency, will bring valuable advice and leadership to ensure the Police Council remains effective  .

The Council was sworn in on June 10, 2025, by President John Mahama, under Article 201 of Ghana’s Constitution. New members include key officials such as the Vice-President, the Interior Minister, the IGP, the Attorney-General, representatives of senior and junior police ranks, and one member chosen by retired senior officers — now filled by Boakye.

Court Challenge to Appointment

However, a legal challenge has emerged. Businesswoman and gender advocate Henrietta Nana Yaa Simpson filed a lawsuit at the Supreme Court on June 23, 2025. She argues that:

  • Only the elected president of NARPO should nominate the retired senior officer for the council seat.
  • Florence Arthur (ACP‑Rtd), the first female NARPO president, should be the one appointed  .

Simpson claims that:

  • Boakye’s appointment was done unilaterally by the President without proper nomination from NARPO  .
  • This action breaks Ghana’s Constitution (Article 201) and the Police Service Act.
  • It also amounts to gender discrimination by excluding Arthur  .

She is asking the court to:

  • Remove Boakye from the Council,
  • And officially appoint ACP (Rtd) Florence Arthur instead  .
